Recent Trends in School-Age Care

 New York State School Age Care Registration

REQUIREMENTS:

New York State School Age Care Registration is a mandatory registration system regulated by the New York State Office of Children and Family Services (NYSOCFS) through which providers of school-age childcare self-certify that they meet standardized requirements.  School-age childcare refers to any care that is provided on a regular basis to seven or more school-age children under the age of 13 years during the school year before and/or after the period in which children are ordinarily in school.  It may also include care during school half days, school holidays, and school vacations.  However, it does not apply to summer day camp, traveling summer camp or children’s overnight camp; a program that operates solely for the purpose of religious education, sports classes, lesson or recreation or a program operated by a public school district or by a private school. 

To meet the New York State school-age registration requirements:

·        An organization representative must contact their local County Health Units (listed below) to request an application. 

·        All Buildings used for the school-age child care programs must remain in compliance with the allocable provisions of the New York State Uniform Fire Prevention and Building Code. 

·        All staff must provide current health forms, a sworn statement as to whether they have been convicted of a misdemeanor or felony, and 3 letters of reference. 

·        Programs must provide a minimum of 35 square feet of classroom space per child, not including bathrooms, hallways and kitchens. 

·        For programs of 45 children or more, the building must contain adequate office space, staff lounge & toilet facilities separate from children. 

·        Programs must submit a description of program activities, annual budget and a diagrammatic floor plan.

 

New requirements effective as of December 5, 2000 

·        New programs will be inspected before registration is granted. 

·        All programs renewing their registration will be granted a permit for one year and at the next renewal they will be granted a permit for two years.  

·        All employees and volunteers must be fingerprinted. This will mean all staff will have to undergo criminal history checks.  

·        The OCFS will increase the percentage of registered programs inspected each year from 20% to 30% by the end of 2000 and to 50% by the end of 2001.  

·        Operators, program directors, employees of school-age child care programs must have thirty hours of training every two years.  This is double the previous requirement of 15 hours of training every two years. And, new employees need 15 hours in the first six months of hire. 

·        The fine for illegal programs will be $500 per day.
